Mayor Promises Self-governance Ordinance, Single Contact for Borough Chiefs

Mayor Ko Wen-je attended the 12th Borough Chiefs Workshop at the Sun Yat-sen Memorial Hall on January 7. He stressed that the city government will devise a self-governance ordinance for borough chiefs and setup a single contact window to assist them in carrying out their duties.

During his address, Ko noted that borough chiefs serve on the frontline of Taipei City Government. They are the “nerve cell” of city hall, but currently there is no document that lays out the responsibilities and rights of these officials. To rectify this situation, the mayor requested the Department of Civil Affairs (DCA) to work with the Department of Legal Affairs to devise a draft of Self-governance Ordinance of Taipei City Government Borough Chiefs to itemize the duties of borough chiefs and establish a more tangible structure for borough secretaries and community development associations.The mayor also expressed his intention to establish a single contact window and hotline between the government and the borough chiefs. The main objective is to allow borough chiefs to find the person when they run into problems, as well as contacting the mayor and deputy mayors to provide response quickly.Ko believes that with 456 boroughs across the city, there would not be enough days in a year to visit all of them at the rate of one-borough-a-day. He requested DCA to come up with a plan within a week to allow groups comprising several borough chiefs to meet with him in turns. This ensures that he will see each borough chief at least once a year.
