London:Taipei Taiwan and the United Kingdom have entered into an agreement aimed at advancing projects in satellite communications, silicon photonics, and semiconductor talent development, as announced by Taiwan's National Science and Technology Council (NSTC). According to Focus Taiwan, the Taiwan-U.K. Science, Innovation and Technology Arrangement (SITA) was formalized in London by Taipei Representative Vincent Yao and British Office Taipei Representative Ruth Bradley-Jones. This arrangement signifies a significant move toward strengthening institutional cooperation in science and technology between the two regions. NSTC Deputy Minister Chen Bing-yu emphasized that the agreement will enable both parties to exploit their complementary strengths through specific projects, enhancing collaboration in key technology sectors. The projects were discussed during a SITA roundtable co-chaired by Chen and U.K. National Technology Adviser Dave Smith. The first initiative involves joint research and development in sa tellite communications technologies by the U.K. Space Agency and Taiwan Space Agency, serving as a flagship outcome of SITA. The second initiative is the creation of a Taiwan-U.K. Silicon Photonics Academic Alliance, supported by seed funding from the U.K. and in collaboration with the Taiwan Semiconductor Research Institute. This alliance will focus on academic exchanges and industry-academia cooperation in silicon photonics. Additionally, a semiconductor skills initiative will build on a previous memorandum of understanding on talent development in the semiconductor field. The NSTC reported positive outcomes from the first group of U.K. master's students who completed internships in Taiwan and will continue to collaborate with the TSRI to support these initiatives, including programs for U.K. research talent to visit Taiwan. The U.K. government noted that SITA is a non-legally-binding framework designed to foster science, innovation, and technology cooperation between the U.K. and Taiwan.
